Rinse rice thoroughly under cold water. Combine rice and 1 cup water in a small saucepan. Bring to a boil, then reduce heat to low, cover, and simmer for 15 minutes, or until water is absorbed and rice is tender. Remove from heat and let sit, covered, for 5 minutes. Fluff with a fork.
While the rice cooks, finely chop the yellow onion and mince the garlic cloves. Grate the fresh ginger.
In a small bowl, whisk together the soy sauce, rice vinegar, and sesame oil. Set aside.
Heat olive oil in a large skillet or pan over medium-high heat. Add the ground beef and cook, breaking it up with a spoon, until browned, about 5-7 minutes. Drain any excess fat.
Add the chopped onion, minced garlic, and grated ginger to the skillet with the beef. Cook for another 3-5 minutes, until the onion softens and becomes translucent.
Pour the prepared sauce over the beef mixture and stir to coat. Bring to a gentle simmer and cook for 2-3 minutes, allowing the sauce to thicken slightly and flavors to meld.
Meanwhile, steam the broccoli florets until tender-crisp, about 3-5 minutes. This can be done in a steamer basket over the rice pot or in a microwave-safe bowl with a splash of water.
To assemble the bowls, divide the cooked rice between two serving bowls. Top each with the savory ground beef mixture and steamed broccoli. Garnish with sliced green onions.
