Rinse quinoa thoroughly under cold water. Combine quinoa with 1 cup of water or vegetable broth in a small saucepan. Bring to a boil, then reduce heat to low, cover, and simmer for 15 minutes, or until all water is absorbed. Fluff with a fork and set aside to cool.

While quinoa cooks, rinse and drain black beans. Thaw frozen corn if not already thawed.

Dice the red bell pepper and finely dice the red onion. Chop the fresh cilantro.
